Employers of temporary foreign workers

Prove your compliance to get your LMIA

Since December 17, 2025, a company with 25 or more employees that applies for a Labour Market Impact Assessment (LMIA) in Quebec must prove that it is following the process of the Office québécois de la langue française (OQLF). Without that proof, the application is refused.

The required document

Depending on its stage, the employer attaches one of the following to its application in the employer portal:

  • a registration certificate issued within the previous three months;
  • an acknowledgement of receipt of the language assessment issued within the previous 12 months;
  • a certificate confirming that a francization program is in effect;
  • a francization certificate.

A company on the OQLF’s list of non-compliant businesses cannot obtain a positive LMIA. The employer must also undertake to inform its temporary foreign workers of the French-language training services available in Quebec.

What we do

  • We establish where you stand: registration, assessment underway, program or certificate.
  • We gather the required document and supporting material, ready to attach to your file.
  • If the process hasn’t started, we start it with an assessment and a schedule with firm dates your immigration consultant can present.

Pricing

Every service has a published price. Scope, deliverables, timeline and price are confirmed in writing before we start. Not sure where to begin? That’s what the free 30-minute call is for.

Frequently asked questions

We have fewer than 25 employees. Does this apply to us?

No. Employers with 24 or fewer employees are exempt from this proof, as are registered farms and some organizations. The Charter’s other rules still apply.

We haven’t registered yet. Is it too late?

No, but hiring will have to wait until the process is underway. The assessment sets the order of the steps and a realistic schedule for your immigration consultant.

Do you replace our immigration consultant?

No. We handle the language-compliance part of the file. The LMIA application stays with your consultant or lawyer.
